California Launches Portal for Reporting Federal Law Enforcement Misconduct

California Governor Gavin Newsom and state Attorney General Rob Bonta have introduced a new online reporting system designed to enable residents to report suspected misconduct by federal law enforcement personnel. This initiative allows individuals to upload evidence, including photos and videos, of alleged unlawful activities carried out by agents from the Immigration and Customs Enforcement (ICE), Customs and Border Protection (CBP), National Guard troops, or other federal officials operating in California.

The newly launched portal is intended to serve as a tool for transparency and accountability, though Bonta emphasized that not every submission will lead to immediate action. He advised witnesses to serious incidents to contact local law enforcement or dial 911, clarifying that the online form does not replace emergency reporting.

Context and Background of the Initiative

This move comes in the wake of heightened tensions surrounding federal immigration enforcement actions under the Trump Administration. In recent months, mass deportation operations have been executed in major cities, including Chicago and New Orleans. Notably, summer raids conducted by ICE in Los Angeles sparked significant protests, resulting in President Trump deploying National Guard troops to the area, despite opposition from both Governor Newsom and Los Angeles Mayor Karen Bass.

In September 2023, a federal judge ruled that the deployment of National Guard troops in Los Angeles was unlawful, as it involved the military acting in a law enforcement capacity, which is prohibited. In a subsequent ruling, another judge found similar issues with the legality of the deployment.

Bonta criticized the federal government’s approach, stating, “The Trump Administration is engaging in a campaign of terror and fear that has left some California communities scared to go about their daily lives.” He highlighted concerns over the use of unmarked vehicles and detainments that resemble kidnappings, fueling fears among Californians regarding federal agents potentially overstepping their authority.

The online reporting form requires users to provide their name, address, and phone number while offering a checkbox list for the types of alleged misconduct. Options include warrantless searches or arrests, excessive force, and unlawful detention or conditions of detention.

“This new portal gives Californians an easy and safe way to speak up, share what they see, and help us hold people accountable,” Newsom stated, reinforcing the principle that no individual is above the law.

The launch of this portal is part of a broader strategy by Newsom to counteract Trump’s immigration policies. Earlier this year, he signed the “No Secret Police Act” and the “No Vigilantes Act” into law, which prohibits federal law officers from wearing masks during operations. This legislation is set to take effect on January 1, 2024, but faces legal challenges from the Trump administration.

As a vocal critic of Trump, particularly on social media, Newsom has also indicated his interest in a potential presidential run in 2028. He has begun preparations for this bid, including efforts to influence California’s mid-decade redistricting, which could aid Democratic candidates in the upcoming House elections in 2026.
