Ukrainian Allies Forge Security Deal, Plan Military Support Post-Ceasefire

Ukraine’s allies have reached a significant agreement to provide multilayered international defense guarantees aimed at resolving the ongoing conflict with Russia. During a pivotal meeting in Paris on January 9, 2024, leaders from European nations, Canada, and representatives from the United States, the European Union, and NATO outlined plans to bolster Ukraine’s military capabilities. This initiative, part of a broader proposal to end nearly four years of Russian aggression, includes commitments for equipment, training, and comprehensive support across air, land, and sea.

The precise number of troops and specific operational details remain undisclosed. UK Prime Minister Keir Starmer expressed optimism about the meeting’s outcomes, stating that “excellent progress” was made. Nonetheless, he emphasized that “the hardest yards are still ahead,” as Russian attacks on Ukraine persist. Starmer confirmed that allied nations will engage in US-led efforts to monitor and verify any potential ceasefire, alongside long-term commitments to sustain Ukraine’s defense capabilities against future Russian offensives.

As the discussions unfolded, there was no immediate reaction from Russian officials, coinciding with the eve of Orthodox Christmas. Moscow has maintained a firm stance, reiterating its demands and asserting that a ceasefire is contingent upon reaching a comprehensive settlement. Russian President Vladimir Putin has explicitly rejected the deployment of NATO troops on Ukrainian territory. Starmer further noted that lasting peace hinges on Russia’s willingness to compromise, stating, “Putin is not showing that he is ready for peace.”

Ukrainian President Volodymyr Zelensky acknowledged the progress made during the talks but highlighted that commitments need ratification by participating countries to become effective. “We determined what countries are ready to take leadership in the elements of security guarantees on the ground, in the air, and at sea, and in restoration,” Zelensky explained at a news conference in Paris. He reiterated the need for clarity on operational details, including the size and financing of the Ukrainian army.

In support of these efforts, US envoy Steve Witkoff affirmed that the US “strongly stands behind” the proposed security guarantees. French President Emmanuel Macron characterized the security framework endorsed by Ukraine’s allies as a “significant step” towards halting Russia’s invasion. A joint statement from the meeting emphasized the continuation of long-term military assistance, ensuring that Ukraine’s armed forces remain the first line of defense and deterrence following any peace agreement.

Despite the optimism surrounding the meeting, the path forward remains complex. The coalition of nations, referred to as the “coalition of the willing,” has been exploring strategies to deter future Russian aggression, should hostilities cease. Macron’s office reported an unprecedented attendance, with 35 leaders, including 27 heads of state, actively participating. The intensity of the diplomatic efforts was further illustrated by a series of meetings on the summit’s sidelines, including discussions between military leaders from France, the UK, and Ukraine.

Zelensky met with Macron prior to the summit, and NATO’s top commander, US General Alexus G. Grynkewich, participated in discussions focused on implementing security guarantees. The US delegation’s initial leadership was set to include Secretary of State Marco Rubio, but plans changed following the US military intervention in Venezuela, which has recently overshadowed diplomatic efforts regarding Ukraine.

As the meeting concluded, the need for concrete outcomes became apparent, particularly regarding five key priorities: monitoring a ceasefire, supporting Ukraine’s armed forces, deploying a multinational force across various domains, establishing commitments in the event of further Russian aggression, and ensuring long-term defense cooperation with Ukraine. The ongoing conflict has raised concerns about the effectiveness of any ceasefire, with Ukraine wary of allowing Russia time to regroup.

Zelensky has pointed out that potential troop deployments from European nations face obstacles, and “not everyone is ready” to commit forces. Approval from lawmakers may be necessary, even if leaders express support for military assistance to Ukraine. He emphasized that contributions could extend beyond troop deployments, including support through weaponry, technology, and intelligence.

In the midst of these negotiations, Ukraine’s Security Service (SBU) carried out drone strikes against military infrastructure within Russia, targeting a military arsenal in the Kostroma region and an oil depot in Lipetsk. An official, speaking on condition of anonymity, described the strikes as significant, with explosions reported to last for hours and leading to the evacuation of nearby settlements.
