South Sudan Security Forces Conduct Mass Arrests, Violating Rights

Human Rights Watch (HRW) has reported serious human rights violations committed by South Sudanese security forces, including mass arbitrary arrests and torture of civilians. These actions, described as part of a crackdown on criminal gangs, have raised significant concerns among human rights advocates. The organization has called on the South Sudanese government to halt these practices and conduct thorough investigations into the allegations.

Since late June 2025, security forces in the capital, Juba, have been detaining individuals under the pretense of addressing crime. HRW’s South Sudan researcher, Nyagoah Tut Pur, emphasized the misuse of law enforcement efforts, stating, “Instead of responding to real concerns around criminality, the security forces have used this law enforcement campaign to commit serious abuses against marginalized children and young people.”

Reports indicate that detainees have faced torture, extortion, and forced conscription during these operations. Conditions in detention facilities are reportedly dire, with inmates experiencing beatings, deprivation of food and water, and incidents of sexual violence against women and girls. Furthermore, some detainees, including minors, have been coerced into joining the military, violating international human rights laws that prohibit the recruitment of children under the age of 18.

The rights group highlighted that families of the detained individuals have often been left in the dark regarding their loved ones’ whereabouts, which could constitute enforced disappearances under international law. HRW has urged South Sudanese authorities to adhere to international human rights obligations and to cease arbitrary arrests and forced conscription.

In response, police forces have dismissed claims of forced conscription and disappearances, asserting that their operations are specifically aimed at targeting criminals. They maintain that some detainees were relocated to facilities outside of the capital due to overcrowding in Juba.

South Sudan has faced ongoing conflict since 2013, primarily between factions loyal to former President Salva Kiir and those supporting opposition leader Riek Machar. Although a peace agreement was signed in 2018, sporadic armed clashes have continued, contributing to a humanitarian crisis and the displacement of millions of citizens.

In October 2025, the United Nations warned of a high risk of renewed conflict if the violence persists. Corruption among political leaders has further exacerbated the situation, with reports indicating that billions in public funds have been diverted, depriving citizens of essential resources such as food and healthcare.

In September 2025, a court indicted Vice President Riek Machar on charges of murder and crimes against humanity, related to assaults against security forces. The combination of political strife and human rights violations paints a troubling picture for the future of South Sudan, as the international community watches closely for any signs of escalation.
