UN Warns of Lethal Force as Iran Protests Escalate

UN officials and human rights organizations have expressed deep concern over Iran’s ongoing crackdown on nationwide protests. They warn that the potential use of lethal force by Iranian security forces may constitute serious violations of international law. During an emergency meeting of the UN Security Council on January 18, 2024, Assistant Secretary-General Martha Pobee described the situation as “fluid and deeply concerning.” The meeting, convened by the United States, follows nearly three weeks of unrest that began in late December due to worsening economic conditions and has since escalated into the largest anti-government protests since the demonstrations sparked by the 2022 death of Mahsa Amini while in police custody.

Pobee noted that while protests have reportedly diminished in intensity in recent days, they continue at a smaller scale amid ongoing violence. She cautioned against public statements suggesting possible military strikes against Iran, warning that such rhetoric “adds volatility to an already combustible situation.” UN Secretary-General António Guterres has consistently urged for restraint and emphasized that issues pertaining to Iran, including its nuclear program, should be addressed through diplomacy and dialogue.

Human Rights Watch (HRW) reported on January 19, 2024, that Iranian security forces conducted mass killings of protesters following the escalation of demonstrations on January 8. According to HRW, thousands of protesters and bystanders are believed to have been killed across the country, though the full scale of the violence remains obscured by ongoing internet blackouts and communication restrictions. The organization highlighted that security forces employed lethal force in a coordinated manner across various provinces, including Tehran and Kermanshah.

HRW documented gunshot wounds to protesters’ heads and torsos, verifying videos that show hundreds of bodies at Tehran’s Kahrizak Forensic Diagnostic and Laboratory Center. HRW’s program director, Lama Fakih, described the killings as “unprecedented” and urged UN member states to convene a special session of the UN Human Rights Council. She called for reinforcing accountability mechanisms, including potential sanctions against Iranian officials implicated in the violence.

In response to the allegations of systematic abuses, Iranian authorities have denied the claims, stating that security forces acted against “terrorists” and “rioters.” The US Ambassador to the UN emphasized that Iran’s repression of its population has broader implications for regional stability. Civil society representatives urged the international community to take concrete actions to ensure accountability for the violence.
