TerraPower Secures Permit for Nuclear Reactor, Faces Fuel Shortage
TerraPower, a nuclear power company founded and chaired by Bill Gates, has achieved a significant milestone by obtaining federal approval to construct a commercial nuclear reactor in Kemmerer, Wyoming. This permit allows the company to move forward with its plans for a natrium sodium-cooled fast reactor, which is set to begin operations by 2031.
Despite this progress, TerraPower faces a critical challenge: securing a reliable fuel source for the reactor. The facility has been under construction since 2024, but as of now, only the non-nuclear components are being built. According to Andy Hallmark, a spokesman for TerraPower, the completion of the reactor itself remains contingent on obtaining high-assay, low-enriched uranium (HALEU), a key fuel type that is currently produced in commercial quantities by Techsnabexport, a subsidiary of Rosatom, the Russian state-owned nuclear corporation.
The geopolitical landscape complicates matters significantly. Following Russia’s invasion of Ukraine in 2022, TerraPower determined that relying on Russian fuel was no longer feasible due to both moral and commercial considerations. Jeff Navin, another spokesperson, expressed this sentiment, noting the urgency to find alternative sources for HALEU.
While the U.S. government has actively supported this initiative, the Department of Energy’s HALEU Availability Program acknowledges that domestic suppliers currently cannot meet the demand. The program’s website states, “HALEU is not currently available from domestic suppliers, and gaps in supply could delay the deployment of advanced reactors.”
One proposed solution involves “downblending,” a process that transforms highly concentrated weapons-grade uranium into lower-concentration HALEU. This method entails dismantling nuclear warheads, melting the uranium, and adjusting the concentration of the fissile isotope. While this approach may provide a temporary solution, it raises sustainability concerns for the long-term operation of commercial power plants.
In the immediate term, TerraPower needs approximately 150 metric tons of HALEU to fuel its reactor from 2028 to 2037, averaging around 15 metric tons per year. However, according to a report by Reuters, only one U.S. company, Centrus Energy, is currently working on producing HALEU through uranium enrichment rather than downblending. Centrus is projected to produce only 900 kilograms of HALEU annually, which falls significantly short of TerraPower’s requirements.
To address this pressing issue, TerraPower is exploring partnerships with other suppliers. In 2024, the company entered a strategic agreement with ASP Isotopes, Inc. from South Africa, which is reportedly looking to establish a HALEU production facility soon.
As construction of the Kemmerer plant progresses, the urgency to resolve the fuel supply issue intensifies. The potential for improved relations between the U.S. and Russia remains uncertain, and the geopolitical climate continues to pose challenges for nuclear energy projects. The need for a stable and sustainable supply chain for HALEU is essential for TerraPower’s plans to come to fruition.
With five years remaining before the reactor is expected to start operations, the stakes are high. The future of nuclear energy in the U.S. may hinge on how swiftly TerraPower and its partners can navigate these complex challenges to ensure a reliable fuel supply.
