URGENT UPDATE: Johnson City’s Public Works department has achieved a significant milestone, winning the 2025 Mark Miller Project of the Year from the Tennessee Chapter of American Public Works Association for their transformative work on the West Walnut Street Corridor Redevelopment Plan. The award was presented on September 24 during the chapter’s annual conference, highlighting the team’s exceptional commitment to enhancing community infrastructure.
This $41 million project not only revitalized a crucial section of Johnson City but also prioritized safety during construction. City Engineer Wallace McCulloch emphasized the team’s dedication, stating,
“Despite challenges associated with aging infrastructure, crews prevailed in delivering a project that adds to the community’s quality of life.”
The West Walnut Corridor is now a vibrant, pedestrian-friendly area, featuring updated water and sewer systems, storm drains, and utilities. Enhanced sidewalks and traffic-calming elements are designed to improve safety and mobility for residents and visitors alike. The redesign also includes dedicated bike lanes, showcasing the city’s commitment to sustainable transportation options.
City Manager Cathy Ball expressed pride in the Public Works team, noting,
“Through its dedication, teamwork, and engagement, the employees of Public Works, Water and Sewer Services, and other City departments exemplified the values of our organization.”
The corridor now serves as a bustling gateway between downtown and East Tennessee State University, fostering connectivity and encouraging community engagement. This award not only recognizes the hard work of the Public Works team but also signifies a major step forward in enhancing the quality of life for all residents.
