Westover Police Chief Joe Adams Announces Retirement After Five Years
Westover Police Chief Joe Adams has announced his retirement after five years in the role, with his last day set for November 4, 2023. He made the announcement during a Westover City Council meeting on October 23, 2023, marking the end of a significant chapter for both him and the department.
Adams joined the Westover Police Department on October 22, 2020, at a time when the department faced numerous challenges. During his tenure, he focused on rebuilding the force and improving community relations. “I appreciate the support the city council and the mayor have given the police department,” Adams stated. “It’s been a learning experience. I’ve had some interesting times here.”
City officials praised Adams for his leadership and the positive changes he implemented. Tim Stranko, city attorney, recognized Adams for revitalizing the police department during troubled times. “He came in here and rebuilt our police department by setting and enforcing standards and treating people with respect,” Stranko noted. “Look where we are now. It’s because of your leadership, Joe, and God bless you for it.”
Councilor Duane Tatar echoed these sentiments, highlighting the improvements in honor, integrity, and pride within the department. “From the time I met you, I’ve appreciated your leadership in the department and what you’ve done for it,” Tatar said. “The honor and integrity of the department is just so much better than it was.”
Before his role in Westover, Adams dedicated 25 years to the West Virginia State Police and later served with the West Virginia Supreme Court. Reflecting on his time as chief, he acknowledged the challenges faced. “We had some challenging, interesting times,” he remarked. “But we’re in a good place now. We’ve had some good hires. The guys have good policies and good equipment.”
Looking ahead, Adams expressed excitement about stepping back from the demands of police work to spend more time with family and engage in his role as a hockey dad. He also offered advice to the council regarding his successor, suggesting that they consider promoting Deputy Chief Scott Carl. “You have somebody there. You’re not stuck in the position you were in when I got here,” Adams advised. “Scott Carl is a good man, and I would recommend him.”
As Westover prepares for this transition, the community reflects on the impact of Adams’ leadership, which has set a foundation for future growth and development within the police department. His commitment to improving the department’s standards and fostering a positive environment has left a lasting mark on the city.
