Upholding Freedom and Opportunity: A Call for Action
On October 26, 2025, Deviana Dewi, a PhD candidate at Johns Hopkins University, expressed deep concerns regarding the current state of freedom, values, and equal opportunity in the United States. Her remarks highlight a perceived crisis in these foundational principles, particularly in light of proposed immigration policies that could significantly impact skilled foreign workers and the broader American workforce.
Dewi’s appreciation for American higher education was rooted in its historical role as a bastion of knowledge and innovation. She referenced the influential 1945 report, Science, The Endless Frontier, authored by wartime science advisor Vannevar Bush under President Franklin D. Roosevelt. This document argued for essential federal support for university research, linking it directly to national security and economic prosperity. The influx of global talent, particularly from European scientists fleeing persecution, bolstered the United States’ scientific advancements and cemented its reputation as a land of opportunity.
The core of Dewi’s argument revolves around the idea that true freedom is not merely the absence of constraint, but rather the ability to pursue what is right. She quoted Pope Saint John Paul II, stating, “Freedom consists not in doing what we like, but in having the right to do what we ought.” This notion underscores the importance of law in maintaining a society where individuals can exercise their freedoms responsibly. Dewi cited historical figures such as Theodore Roosevelt, who emphasized that no one is above the law, highlighting the necessity of legal structures in protecting the common good.
Concerns Over Proposed Immigration Policies
Dewi expressed particular concern over recent proposals affecting skilled foreign workers, including a $100,000 fee for H-1B visa applications, which she believes could deter international talent from pursuing opportunities in the United States. She pointed to the American Tech Workforce Act, introduced by Congressman Jim Banks, which seeks to end the Optional Practical Training (OPT) program. This program allows international students to gain valuable work experience in the U.S. after graduation, serving as a pathway to H-1B sponsorship.
Dewi argued that these changes contradict the principles of meritocracy and fairness that have historically characterized the U.S. job market. She noted that since the establishment of the H-1B visa in 1990, it has attracted skilled individuals who have contributed significantly to the economy, citing examples such as Elon Musk, who immigrated under this program and founded influential companies like SpaceX and Tesla.
The PhD candidate warned that imposing high fees and restricting work opportunities for international talent could lead to a brain drain, where skilled professionals opt for countries like the United Kingdom, Canada, or China, which are currently easing their visa requirements.
A Call for Engagement and Advocacy
Dewi called upon international students and citizens alike to actively engage in the political process. She highlighted the importance of voicing concerns to elected representatives, emphasizing that even a single phone call can contribute to the democratic process. Drawing from her experiences on Capitol Hill, she noted that elected officials are attentive to their constituents and their opinions.
As she reflected on the implications of these proposed policies, Dewi underscored the broader privilege of ignoring political issues, which can shield some individuals from the adverse effects of decisions that harm others. She described her role as a “witness of hope,” advocating for justice and truth in a time when these values appear to be at risk.
Dewi’s insights serve as an urgent reminder of the values that underlie American society. As discussions around legislation continue, the call for equal opportunity and the protection of democratic principles remains paramount. Her message resonates not only with international students but with anyone invested in preserving the freedoms that define the United States. As the nation moves forward, it is crucial to ensure that policies reflect the core values of fairness, justice, and the pursuit of the common good.
