Parsons Reports Strong Fiscal 2025 Results Amid Challenges

Parsons Corporation (NYSE: PSN) has reported a successful fiscal year 2025, showcasing significant revenue growth and profitability despite challenges posed by a dynamic federal government environment. During the earnings call, CEO Carey Smith highlighted a total revenue increase of 12% for the year, alongside an 8% organic revenue growth, excluding a confidential contract that impacted overall performance.

In the fourth quarter, the company achieved an 11% year-over-year revenue increase, even as revenue fell short of internal expectations. The organic growth for the quarter was 8%, again excluding the confidential contract. Smith noted that the company faced complications from a 43-day government shutdown, which had a significant impact on operations during the quarter.

Adjusted EBITDA margin expanded by 110 basis points to reach 9.6% in Q4, with operating cash flow increasing by 32% to $168 million. Chief Financial Officer Matt Ofilos reported a decrease in reported fourth-quarter revenue of 8% compared to the previous year, attributed to the confidential contract, which also saw a 10% decline in organic revenue.

Segment Performance and Strategic Outlook

The results across segments illustrated a contrasting performance, with Critical Infrastructure reporting record quarterly results. This segment saw a revenue rise of 12% in Q4, fueled by 9% organic growth and contributions from recent acquisitions. Its adjusted EBITDA surged by 87% year-over-year, and the margin expanded to 10.6%.

In contrast, the Federal Solutions segment faced challenges due to lower volumes from the confidential contract. Excluding this contract, Federal Solutions revenue increased by 9% in Q4, reflecting growth in key areas such as Critical Infrastructure Protection and Space and Missile Defense. However, when including the confidential contract, revenue fell by 22% year-over-year.

For the full fiscal year, Federal Solutions revenue excluding the confidential contract increased by 9%, while total revenue saw a decline of 20% when accounting for the contract. The adjusted EBITDA margin for this segment dropped to 8.4%, a decrease attributable to execution challenges and reduced volumes.

On the bookings front, Parsons reported fourth-quarter contract awards totaling $1.5 billion, resulting in an enterprise book-to-bill ratio of 0.9x. The trailing 12-month book-to-bill remained stable at 1.0x, indicating a solid pipeline of future work.

Capital Management and Future Growth Projections

In terms of capital management, Parsons completed three acquisitions in 2025 and maintained strong share repurchase activity, repurchasing approximately 856,000 shares for $60 million in Q4 alone. For the entire year, the company repurchased about 1.8 million shares at an average price of $68.59. Ofilos noted that the company ended Q4 with a net leverage of 1.3x, reflecting a robust balance sheet.

Looking ahead to 2026, Parsons has projected revenue in the range of $6.5 billion to $6.8 billion, representing a growth of 4.5% at the midpoint. However, the company anticipates a headwind of $345 million from the confidential contract, with a significant portion expected in the first half of the year. Excluding this contract, Parsons forecasts a growth rate of 10.5% for the rest of its portfolio.

As Parsons navigates through these challenges, management has reiterated its long-term goals of achieving mid-single-digit organic growth and double-digit margins by 2028. The company remains focused on delivering innovative solutions across critical infrastructure and defense sectors while enhancing shareholder value through strategic acquisitions and efficient capital deployment.
