CDC Deploys Team to Address HIV Outbreak in Penobscot County

The U.S. Centers for Disease Control and Prevention (CDC) has deployed staff to Penobscot County, Maine, to assist local health authorities in tackling a significant HIV outbreak. The team, which includes six CDC personnel, arrived in the Bangor area on December 11, 2023, and will remain until December 19, 2023. Their presence aims to enhance the understanding and management of the outbreak, which has seen a troubling rise in cases.

This outbreak, first identified over two years ago, has primarily affected individuals who inject drugs or are experiencing homelessness. As of October 2023, the number of reported cases in Penobscot County reached a total of 30. Local health officials are particularly concerned as recent reports indicate an increase in HIV cases among people who inject drugs in Cumberland County, geographically removed from the initial outbreak area.

Federal Assistance Comes After Government Shutdown

The CDC’s support was initially requested in September 2023 but was paused due to a government shutdown that occurred in October. During this time, the agency was unable to authorize travel for field epidemiologists, a situation that has previously affected public health responses during similar shutdowns. According to a spokesperson from the Department of Health and Human Services, the CDC has a history of sending support teams to address public health crises, but the recent shutdown hindered their ability to do so.

Matt Wellington, the associate director of the Maine Public Health Association, emphasized the challenges faced by the state in managing this outbreak. He stated, “In a small state like Maine where it’s not normal for us to have HIV outbreaks of this size, we’re just not equipped to handle it by ourselves. We don’t have the full picture of how widely this has spread. And partly that’s because we don’t have the resources that we need to get that full picture.”

The CDC team will not only assist in interviewing affected individuals but will also help develop educational resources for public health providers, response partners, and community members. Their involvement is critical as local health departments continue to work on containing the outbreak.

Rising Cases Prompt Preventive Measures

The urgency for federal assistance is underscored by the recent rise in HIV cases within the state. The Maine CDC has reported five new cases this year in Cumberland County among individuals who inject drugs. Public health officials in the Portland area have already anticipated this trend and are taking proactive measures to expand access to testing and resources in response to the ongoing outbreak in Penobscot County.

With the CDC’s intervention, local health authorities hope to gain a clearer understanding of the outbreak’s spread and implement effective strategies to reduce transmission. As the situation develops, the collaboration between federal and state health officials will be crucial in addressing the public health challenge posed by this HIV outbreak.
