Dori Booth Outlines Vision for Fire Safety in Hawaii

After her appointment as the Hawaii State Fire Marshal on June 2, 2023, Dorothy “Dori” Booth is focused on rebuilding the state’s fire safety infrastructure. Her experience, spanning over two decades in fire management, places her in a pivotal role as Hawaii addresses its unique fire risks and challenges.

Building Relationships and Understanding Local Needs

In her inaugural year, Booth has prioritized relationship building, emphasizing the importance of understanding Hawaii’s diverse culture. She has engaged with stakeholders, including county fire departments, emergency management agencies, and utility companies, to foster collaboration. “To begin rebuilding, I met with key stakeholders,” Booth stated, highlighting her commitment to establishing lines of communication essential for future developments.

Booth’s military background informs her approach. She recognizes the value of firsthand experience in assessing community needs. “Research and assumptions are only validated by getting out and seeing and hearing it for yourself,” she noted. Her assessments reveal a wealth of existing programs aimed at enhancing fire safety across the islands. By breaking down silos and aligning various efforts, Booth aims to create a cohesive strategy for fire and disaster management.

Navigating Complex Responsibilities and Future Goals

Governor Josh Green emphasized the challenge of navigating the complex division of responsibilities between state and county entities. Booth is tackling this by listening to county representatives, understanding their unique challenges, and advocating for their needs at the state level. “It’s important that county representatives feel their challenges and successes are being heard,” she explained, underscoring the significance of building trust within the community.

Booth identifies staffing and budget as critical focus areas for 2026. “Staffing the office with well-qualified and experienced personnel is critical,” she stated, pointing out that the current budget only supports her position and seven staff members. She aims to secure additional funding for essential resources, equipment, and training programs to enhance statewide fire readiness.

Reflecting on her previous roles in Sedona and Phoenix, Arizona, Booth acknowledges the universal resistance to change within communities. “Acting with integrity, building relationships, and good communication smooths the way,” she remarked, reiterating the importance of fostering a supportive environment for new initiatives. Her commitment extends beyond immediate fire safety concerns; she aims to honor the memory of those affected by the tragic fires in Lahaina on August 8, 2023. “It is my kuleana to ensure that those who were lost… are not forgotten,” she affirmed.

As Booth embarks on this significant journey, her vision is clear: to transform Hawaii into a fire-adapted and disaster-resilient community through collaboration, understanding, and proactive planning.
