A Republican-led committee in the Iowa House has advanced a bill aimed at restricting local governments from implementing their own anti-discrimination ordinances. The legislation, which passed with a vote of 14 to 7, is designed to prevent cities and counties from enacting protections for groups that are not covered by state law.

During a public hearing this week, the bill faced significant opposition. Steve Holt, the Republican Chair of the committee, argued that the law would eliminate confusion surrounding civil rights requirements across various local jurisdictions. “I think this legislation is important to prevent a patchwork of different civil rights requirements across multiple local government jurisdictions,” he stated.

The context of this legislation is significant. Last year, Iowa Republicans removed additional civil rights protections for transgender and non-binary individuals. Following this decision, nearly 20 cities in Iowa established their own ordinances to safeguard these groups. Democratic ranking member Ross Wilburn expressed concern about the potential impact of this bill, citing ongoing uncertainty regarding federal protections for various groups. “I think it’s important at the local level with this particular issue that it’s important for cities to have the ability to determine what is safe, what they want to monitor,” he remarked.

The committee’s approval of the bill now positions it for further debate within the full Iowa House of Representatives. Should it pass there, it could lead to significant changes in how discrimination is addressed in the state, particularly for those groups that local ordinances have sought to protect.
