Vancouver Councillor Proposes Lowering Municipal Voting Age to 16

A motion to lower the municipal voting age to 16 will be presented by Councillor Pete Fry at the Vancouver City Council meeting on Wednesday. This proposal aims to reaffirm the city’s support for reducing the minimum voting age from 18 and requests the provincial government to amend the Vancouver Charter accordingly.

Fry argues that young individuals aged 16 and 17 are significantly affected by political decisions related to vital issues such as education, employment, housing, climate change, and transportation. He believes that the increasing engagement of young people in civic matters warrants their inclusion in the political process.

“At 16, individuals can work, pay taxes, drive, and in some cases, be tried as adults,” stated Fry. “Voting aligns with these responsibilities.” His motion references various countries where the voting age is already set at 16 for at least one level of government. These include Argentina, Austria, Belgium, Cuba, Ecuador, Estonia, Finland, Germany, Hungary, Malta, Scotland, Sweden, Switzerland, and certain jurisdictions in the United States. Fry emphasizes that these examples mainly pertain to municipal and school board elections.

The authority to amend the Vancouver Charter in order to lower the voting age rests with the provincial government. Following the expected support of the motion, the city will await a response from the Minister of Municipal Affairs regarding the amendment.

In addition to advocating for a change in voting age, Fry’s motion will also direct city staff to explore opportunities for increasing youth engagement ahead of the next municipal elections, scheduled for October 2026. The Vancouver City Council is set to convene at 9:30 a.m. for this significant discussion.

As the conversation about youth participation in democracy continues, this motion represents a critical step towards recognizing the voices and rights of younger citizens in shaping their futures.
