Honolulu Hosts PACT Summit to Foster Defense Innovations

Honolulu is welcoming the third Pacific Alliance for Collaboration and Technology (PACT) summit from February 25 to 27, 2024, at the Japanese Cultural Center of Hawai‘i. This three-day event aims to facilitate collaboration among government officials, startup founders, and defense contractors, focusing on critical areas such as data sharing, dual-use technologies, and the development of public-private partnerships. The summit intends to enhance resilience across the Indo-Pacific region through interactive sessions rather than traditional podium speeches.

Organizers emphasize that the PACT summit will feature hands-on sessions and smaller working groups designed to propel commercial technologies into applications for regional security and climate challenges. According to Hawaii News Now, leaders from the Pacific International Center for High Technology Research (PICHTR), Ian Kitajima and Keith Matsumoto, recently discussed the event’s significance. Kitajima highlighted that “PICHTR was established in 1985 under President Ronald Reagan,” noting its history of fostering dual-use projects that benefit both civilian and military sectors.

Agenda Highlights and Focus Areas

The agenda for PACT centers on interoperable data sharing and comprehensive solutions for both natural and man-made disasters. Scheduled sessions will include a solutions showcase, contracting and teaming panels, and design sprints. A dedicated track called “proving grounds” is aimed at advancing technologies from preliminary demonstrations toward practical field applications. Organizers have intentionally limited attendance to promote direct interactions among allied militaries, commercial vendors, and private investors.

Alumni from the J-StarX program, including companies such as VFR, AirKamuy, and Diarkis, have already begun to penetrate defense markets, with two of these companies recognized in the Defense Innovation Unit’s Drone Dominance top 25. This trend underscores the summit’s focus on dual-use technology, which can support both civilian disaster response and military operations.

Strategic Partnerships and Local Opportunities

The PACT summit also aims to highlight contract opportunities for companies based in Hawai‘i. As part of this initiative, PICHTR has announced a strategic partnership with the U.S. Marine Corps’ Marine Depot Maintenance Command. This collaboration is designed to enhance Indo-Pacific sustainment and advanced manufacturing capabilities. A framework outlined in a July 2025 release details task orders that will utilize MDMC infrastructure for prototyping and depot-level operations across the region. PICHTR officials believe this partnership opens new avenues for local businesses to engage with federal supply chains.

Organizers anticipate that the summit’s format will facilitate follow-on acquisitions and pilot projects, providing a unique platform for local entrepreneurs and defense-related contractors. The expectation is that collaborative working sessions will generate teaming proposals that could evolve into contracts later this year. PACT is being promoted as an exceptional opportunity for startups to engage closely with allied governments and private investors, fostering innovation and resilience in the Indo-Pacific region.
