Urgent: Hanford Man, 19, Arrested for Targeting 15-Year-Old on Instagram

URGENT UPDATE: A 19-year-old man from Hanford has been arrested for allegedly attempting to engage in sexual activities with a 15-year-old girl he contacted on Instagram. The Visalia Police Department made the arrest on February 13, 2023, following a swift investigation triggered by the teen’s report of inappropriate online behavior.

The investigation commenced on January 13, when the girl reached out to the police, detailing how Jossue Penaloza attempted to arrange a meeting for sexual purposes. Reports indicate that he requested nude and other inappropriate images from the minor, raising serious concerns about the safety of young individuals online.

Detectives quickly identified Penaloza as the suspect. He was taken into custody without incident and is currently held at the Tulare County Pre-Trial Facility. He faces serious charges under Penal Code 288.3(a) for contact with a minor for sexual offenses, as well as Penal Code 311.11(a) for possession of child sexual abuse material.
