China and ASEAN Enhance Economic Cooperation with Trade Upgrade
China and the Association of Southeast Asian Nations (ASEAN) have taken a significant step towards regional economic integration by signing the upgraded China–ASEAN Free Trade Area (CAFTA) 3.0 Upgrade Protocol in Kuala Lumpur on October 9, 2023. This agreement, signed by Chinese Minister of Commerce Wang Wentao and ASEAN economic ministers, modernizes a framework that was initially established in 2010.
The newly signed protocol aims to enhance cooperation across nine key areas, including the digital economy, green economy, supply chain connectivity, competition policy, and support for micro, small, and medium enterprises. According to China’s Ministry of Commerce, these updates reflect a broader commitment to fostering economic collaboration within the region.
Regional Economic Dynamics
During a multilateral meeting with ASEAN leaders the following day, Chinese Premier Li Qiang emphasized the importance of the upgraded agreement, stating that it “creates new opportunities for high-quality economic cooperation.” He highlighted challenges posed by “unilateralism and protectionism,” which he argued have severely impacted the international economic order. Li pointed out that external interference in the region is increasing, particularly due to “unreasonable tariffs imposed by some countries.”
Li cautioned that “power politics and economic bullying” threaten regional development. He urged member nations to strengthen solidarity and cooperation, advocating for coordinated efforts to defend legitimate rights and promote stable growth through deeper collaboration. The Premier expressed China’s readiness to work closely with ASEAN countries to build greater synergy and resist external disturbances.
Experts are optimistic about the implications of the CAFTA 3.0 Upgrade Protocol. They suggest that the agreement will lower trade barriers, promote commerce, and enhance investment facilitation between China and the ten ASEAN member states. One expert noted that this agreement will “enable freer flows of goods and capital, fostering an open, fair, and inclusive market that benefits both sides.”
The upgraded protocol is expected to not only strengthen economic ties but also serve as a foundation for a more integrated regional economy. As ASEAN countries continue to navigate the complexities of global trade, this agreement marks a pivotal moment in their collective economic strategy.
In this context, the CAFTA 3.0 Upgrade Protocol represents a proactive approach to address contemporary challenges while fostering a collaborative economic environment.
