Congress Reintroduces American Dream and Promise Act for Immigrants

In a significant move for immigration reform, Rep. Sylvia Garcia has reintroduced the bipartisan American Dream and Promise Act, designated as H.R. 1589. The legislation aims to establish a pathway to citizenship for Dreamers, individuals who were brought to the United States as children without legal status, along with recipients of Temporary Protected Status (TPS) and Deferred Enforced Departure (DED). This initiative is supported by over 200 co-sponsors, signaling a collaborative effort across party lines.

Aiming for Bipartisan Support

Reintroduced on March 15, 2025, the American Dream and Promise Act is co-authored by a diverse group of legislators, including Democratic Representatives Nydia Velázquez, Yvette Clarke, and Zoe Lofgren, as well as Republican Maria Elvira Salazar. The bill received endorsements from nearly 120 organizations, highlighting its broad support. Garcia emphasized the importance of integrating Dreamers into the American narrative, stating, “Dreamers are American in every way but on paper. For decades, they have contributed to and shaped the fabric of America.”

The proposed legislation seeks to provide conditional permanent resident status for individuals who entered the U.S. as minors. This includes those who may be deportable or inadmissible, as well as children of certain non-immigrant classes. The act has been described as a reasonable compromise between more conservative and liberal factions within Congress regarding immigration policy.

Economic Impact of Dreamers

Dreamers and TPS recipients have made significant contributions to the U.S. economy. According to the Center for American Progress, if Dreamers were granted a pathway to citizenship, the national GDP could grow by an estimated $799 billion over the next decade. DACA recipients alone contribute approximately $6.2 billion in federal taxes and $3.3 billion in state and local taxes each year. In 2022, DACA recipients collectively earned nearly $27.9 billion and contributed about $2.1 billion to Social Security and Medicare, despite not being eligible for these benefits under current law.

Garcia remarked on the vital role that Dreamers play in their communities, stating, “Our nation cannot afford to lose the small business owners, the talent, the artists, the aspiring public servants, and the drive that Dreamers bring.” This statement underscores the multifaceted benefits that these individuals provide to society.

While the American Dream and Promise Act represents a hopeful step forward, challenges remain. Garcia noted that previous attempts to pass similar legislation in 2021 and 2023 were unsuccessful. The current political landscape, dominated by Republican leadership, may hinder the bill’s progress. Garcia criticized the Republican stance, suggesting that some may prefer to maintain the immigration debate for political gain rather than pursue effective solutions.

Despite these obstacles, several co-sponsors of the bill have expressed their commitment to moving it forward. House Democratic Whip Katherine Clark stated, “Now is the time to act. We want everyone to act by voting for this American Dream and Promise Act.” Similarly, Senate Democratic Whip Dick Durbin emphasized the need for a lawful path to permanent residency for Dreamers and TPS holders, arguing that “this is a popular and bipartisan effort.”

As the debate continues, the future of the American Dream and Promise Act remains uncertain. If passed, it would mark a significant milestone in U.S. immigration policy, providing much-needed security for millions of individuals who have called America home for most of their lives.
