France Detains Captain of Tanker Linked to Russian Sanctions

The captain of a tanker, the Grinch, intercepted by the French navy in the Mediterranean Sea is in custody for questioning. The ship was seized due to suspicions of transporting oil in breach of sanctions imposed against Russia. The incident occurred as the Grinch arrived at anchorage in the Gulf of Fos-sur-Mer, according to reports from French media, which cited the Marseille prosecutor’s office.

Following the tanker’s diversion, the Indian captain was handed over to judicial authorities. Reports indicate that the crew, also of Indian nationality, remains on board the vessel. A preliminary investigation has been initiated, focusing on charges of failure to fly an appropriate flag. The Marseille prosecutor’s office did not respond to requests for further comment on the case.

Connection to Sanctioned Fleet

The Grinch originated from Murmansk in northwestern Russia, a location linked to the sanctioned Russian “shadow fleet.” This fleet is believed to consist of over 400 vessels that Russia allegedly employs to circumvent international sanctions related to its ongoing conflict in Ukraine. A video released by the French military captured navy personnel boarding the tanker via helicopter earlier this week.

French authorities, alongside other nations, are increasing efforts to combat this evasion of sanctions. The shadow fleet comprises older vessels and tankers owned by opaque entities based in countries not participating in the sanctions, often sailing under flags from these nations.

In a related incident last September, French naval forces intercepted another oil tanker off the French Atlantic coast, which President Emmanuel Macron also suggested was linked to the shadow fleet. This previous boarding was denounced by Russian President Vladimir Putin as an act of piracy. The captain from that encounter is set to stand trial in February 2024 for allegedly failing to cooperate with authorities.

As tensions continue to escalate, the international community remains vigilant against attempts to bypass sanctions aimed at holding Russia accountable for its actions in Ukraine.
