Mexican Cartel Leader Arrested with U.S. Intelligence Support
Mexican authorities arrested a significant cartel leader identified as Leonardo Daniel Martinez Vera, also known as “El Pato,” on October 15, 2023. His capture was facilitated by intelligence provided by the National Counterterrorism Center (NCTC), according to Tulsi Gabbard, the Director of National Intelligence. Martinez Vera was apprehended in Juarez, Mexico, where he had been operating as the alleged head of the Sinaloa Cartel.
The Sinaloa Cartel, designated a Foreign Terrorist Organization by former President Donald J. Trump, has been linked to various criminal activities including drug trafficking, extortion, kidnapping, and murder. Gabbard emphasized the commitment to preventing cartel gangs from targeting Americans, stating, “We will not allow cartel gangs who target Americans to roam freely, whether in the U.S. or across the border in Mexico.”
Collaboration Between Agencies
Martinez Vera was taken into custody while attempting to flee from a location where he had been hiding, alongside three associates involved in money laundering activities for the cartel. The successful operation involved a coordinated effort over nine months among multiple U.S. agencies, including the NCTC, the Federal Bureau of Investigation, Joint Task Force-North, and the State Department’s Diplomatic Security Service.
Gabbard highlighted the role of the NCTC, stating, “For more than two decades, NCTC has led the Intelligence Community in synchronizing information that can be turned into actionable intelligence for operators around the world to act on to go after those who threaten the safety and security of the American people.”
Impact on U.S.-Mexico Relations
The collaboration between U.S. intelligence and Mexican authorities underscores the ongoing efforts to combat organized crime and enhance safety in both countries. Gabbard noted that under Trump’s leadership, additional resources have been directed towards dismantling cartel networks, improving the safety of communities, and protecting American lives.
Since taking office in January 2017, Trump has emphasized the need to classify international cartels as terrorist organizations, a move aimed at enabling more robust countermeasures against such groups. The arrest of Martinez Vera represents a significant step in these ongoing efforts.
As authorities continue to monitor cartel activities, the successful apprehension of leaders like Martinez Vera serves as a reminder of the challenges faced by law enforcement in tackling organized crime on both sides of the border.
