U.S. Air Traffic Control System Set for Major Overhaul by 2028

The United States is embarking on a significant modernization of its air traffic control (ATC) system, which has struggled to cope with increasing traffic demands. Flight delays and operational disruptions have become commonplace, particularly affecting smaller airlines like JetBlue. In response, the U.S. Department of Transportation (DOT) and the Federal Aviation Administration (FAA) have awarded a contract worth up to $32.5 billion to Peraton, marking a pivotal step towards enhancing aviation infrastructure across the country.

Contract Details and Timeline

The contract designates Peraton as the “Prime Integrator” for this comprehensive modernization initiative. An initial payment of $12.5 billion has been made, utilizing funds allocated under former President Donald Trump’s “One Big Beautiful Bill.” The remaining funds will depend on Congressional approval. According to Sean Duffy, the DOT Secretary, the project is expected to be completed by the end of 2028, with a focus on rewarding Peraton for timely performance and penalizing delays in a unique contract structure.

The FAA first sought proposals for the modernization in August 2025, with submissions from major companies including Parsons Corporation and IBM. Ultimately, Peraton was chosen for its proven expertise in managing complex technological integrations and successful collaborations with government entities.

James Gillman, a retired air traffic controller, expressed optimism about the project, stating, “Peraton may be the breakthrough needed to finally get the connectivity and modernization that we’ve talked of for many, many decades.”

Impact of Modernization on Air Traffic Control

The FAA has reported alarming statistics regarding the performance of the existing ATC system. In 2025, flight delays due to equipment problems were three times higher than the annual average from 2010 to 2024. These challenges have been exacerbated by incidents like the blackouts at the Philadelphia TRACON facility, attributed to outdated infrastructure, including malfunctioning copper wiring.

The modernization project aims to replace antiquated equipment, including radars, radios, and displays, substantially enhancing operational reliability. With upgrades planned for over 5,170 connections to high-speed networks as well as 612 radar upgrades, the initiative seeks to reduce air traffic-related delays and improve airport capacity.

Despite the ambitious timeline, skepticism persists regarding the feasibility of completing the project by 2028. Retired air traffic controller Steve Meitz voiced concerns, stating, “I hope to live long enough to see this come to fruition. Three years is a pipe dream.”

The enormity of the U.S. air traffic control system, which involves numerous facilities, poses a significant challenge. Government projects have a history of facing delays and cost overruns, and this initiative is no exception. While $12.5 billion is currently available, an estimated $20 billion will require Congressional approval.

Broader Implications for U.S. Aviation

While modernizing equipment is a crucial step, the ATC system also grapples with staffing shortages. Many controllers work demanding schedules, often exceeding six-day workweeks with mandatory overtime. The FAA has initiated plans to hire 8,900 controllers by 2028, which may be facilitated through enhanced training programs at selected universities.

The project aims to address the operational inefficiencies of the existing ATC system while also tackling the physical constraints of many of the nation’s airports. As many older airports, particularly in cities like New York, are limited in their capacity to expand, the modernization efforts will be essential for increasing flight capacity.
