											Carter County Mayor Patty Woodby has been awarded the prestigious 2025 Robert M. Wormsley Outstanding County Official of the Year by the Tennessee County Services Association (TCSA). The recognition took place during the association’s annual awards banquet on October 9, 2023, in Knoxville. This award celebrates county leaders who exemplify integrity, innovation, and a commitment to service, reflecting the ideals of the late Bob Wormsley, a former TCSA director.
Elected to the Carter County Commission in 2018, Mayor Woodby has established herself as a progressive leader focused on enhancing the quality of life for residents in Northeast Tennessee. Her initiatives include the development of the Northeast Tennessee Regional Recovery Center, which offers treatment for those struggling with addiction, and the Carter County Higher Education Campus, set to open in 2026. This collaborative project aims to broaden educational and technical opportunities for local students.
TCSA Executive Director David Connor praised Mayor Woodby’s leadership, stating, “Through every challenge, Mayor Woodby’s leadership has reflected the resilience, cooperation, and care that define the best of Tennessee’s county officials.” He noted that her vision is centered on long-term benefits for Tennessee residents rather than short-term political gains.
Mayor Woodby’s dedication was particularly evident in the aftermath of Hurricane Helene, which severely impacted Carter County and surrounding regions in 2024. She played a vital role in coordinating recovery efforts, providing support to affected families, and advocating for reforms to enhance emergency response protocols across the state.
The Tennessee County Services Association, established in 1954, serves to represent county mayors, commissioners, and highway executives throughout Tennessee. Its mission focuses on improving county government operations and the services delivered to residents.
As a public servant, Mayor Woodby continues to demonstrate her commitment to fostering a prosperous future for the community, earning recognition not only for her achievements but also for her unwavering support in times of crisis.
