New Report Reveals Positive Impact of Phosphorus Reduction on English Rivers

The Environment Agency and the University of Stirling have released a significant report highlighting the relationship between phosphorus concentrations and ecological health in English rivers. Published on March 2, 2026, the findings indicate a strong correlation between reduced phosphorus levels and improved ecological conditions.

Phosphorus is recognized as one of the most substantial pollutants affecting England’s waterways. Over recent decades, the overall concentration of phosphorus in English rivers has seen a decline, which can be attributed to the implementation of phosphorus removal technologies at sewage treatment works (STWs), adjustments in fertilizer usage, and the adoption of best management practices in agriculture.

Improvement in Ecological Health

The report reveals that rivers experiencing larger reductions in phosphorus concentrations are more likely to show signs of ecological recovery. Specifically, the study found that in Eutrophic Sensitive Areas—regions where significant investments in phosphorus removal have taken place—30 out of 38 monitored sites demonstrated dual improvements in both phosphorus levels and the River Macrophyte Nutrient Index.

This correlation underscores the importance of integrated catchment planning, as many river catchments in England are grappling with multiple environmental pressures. The ongoing challenges highlight the need for comprehensive water management strategies to facilitate full ecological recovery.

Progress Towards Environmental Goals

Efforts to address nutrient pollution are aligned with the government’s Environment Improvement Plan targets, established in the Environment Act 2021. Key initiatives include an expanded regulatory farm inspection program and contributions to schemes like Catchment Sensitive Farming and Environmental Land Management.

According to Professor Nigel Willby from the University of Stirling’s Faculty of Natural Sciences, phosphorus poses a significant challenge to freshwater ecosystems, with sewage treatment being a major contributor. He stated, “Managing nutrient inputs should therefore benefit the ecological health of rivers.” The study analyzed data from numerous sites across English rivers, revealing that phosphorus levels have shown consistent improvement over the past decade.

Biological improvements in river ecosystems were frequently observed alongside reductions in phosphorus. However, these enhancements can be inconsistent and often require years to manifest fully. While effective management of nutrient loads can yield positive ecological outcomes, these results are not immediate or guaranteed.

Importance of Continued Efforts

Rob Bradburne, Chief Scientist at the Environment Agency, emphasized the significance of scientific evidence in tracking progress. He remarked, “Our scientific evidence and data are crucial to understanding and tracking progress, enabling us to assess the impacts of decades of investment and regulation designed to reduce phosphorus pollution.”

Bradburne further noted that the research confirms that reductions in phosphorus are leading to ecological recovery, with aquatic plant life beginning to diversify. He stressed the necessity of maintaining momentum in efforts to lower nutrient levels through effective wastewater management, river basin planning, and the implementation of nature-based solutions.
