LAHSA Responds Urgently to RAND Study on Homelessness in LA
UPDATE: The Los Angeles Homeless Services Authority (LAHSA) has urgently responded to recent commentary from RAND scientist Louis Abramson regarding the 2025 Homeless Count. This response comes in light of critical observations on the accuracy of counts for vulnerable populations.
The Greater Los Angeles Homeless Count, which encompasses over 3,000 census tracts across LA County, is essential for tracking homelessness trends. According to LAHSA, both their counts and RAND’s confirm that homelessness in LA County is, in fact, declining. This is a significant development amid ongoing discussions about the effectiveness of data collection methods.
LAHSA emphasizes that while the Homeless Count is a vital tool, it is not the only resource for understanding the homeless situation. The authority relies heavily on its Homeless Management Information System (HMIS), which collects real-time data year-round on individuals’ specific needs. In a statement, Paul Rubenstein, Deputy Chief of External Relations at LAHSA, highlighted the importance of collaboration. “We welcome critical analysis and invite RAND experts to engage in our future counts,” he stated. This invitation includes participation in their forthcoming Request for Proposal (RFP) for technical partners for the upcoming 2027-2029 counts.
