Germany Reports 23,000 Takedown Requests for Islamist Content in 2025

Germany’s Federal Criminal Police Office, known as the BKA, has reported a significant increase in the number of takedown requests for Islamist content online in 2025. The BKA submitted approximately 23,000 requests to various service providers, according to a government response reviewed by the German press agency dpa. This marks a dramatic rise compared to previous years, where annual requests ranged from 7,240 to 13,903.

The takedown notices serve as alerts to online platforms regarding violations of their own terms and conditions, prompting them to remove the flagged material. The effectiveness of these requests has notably improved, with the government reporting that 96% of the flagged Islamist posts were removed in 2025. This is an increase from about 90% in 2024 and around 80% in 2023.

Formal Removal Orders Under EU Regulations

In addition to these requests, Germany also issues formal removal orders under European Union regulations when terrorist content is identified. In 2025, authorities issued 215 formal removal orders, all of which were successfully implemented. This contrasts with the 462 removal orders sent to service providers in 2024, which saw a compliance rate of approximately 96%.

The Joint Internet Centre (GIZ), established in 2007, plays a crucial role in coordinating efforts to detect extremist content online. This initiative involves collaboration between the BKA and the Federal Office for the Protection of the Constitution. While the responsibility for removing illegal content primarily lies with Germany’s federal states, the federal government provides support where needed. The BKA has specific jurisdiction over cases involving terrorist material.

Increased Focus on Individual Users

The recent surge in takedown requests is attributed to a heightened focus on individual users and the monitoring of nasheeds, which are traditionally religious hymns. In recent years, some nasheeds have been identified as containing Islamist propaganda or incitements to violence.

The BKA’s proactive approach in addressing extremist content reflects Germany’s commitment to combating online radicalization. With the rise in takedown requests, authorities hope to create a safer digital environment and deter any potential threats posed by extremist ideologies.
