South San Francisco Police Identify Man Shot During Confrontation

UPDATE: South San Francisco police have identified the man shot during a confrontation with officers on December 8, 2023, as 28-year-old Luis Francisco-Manzo. He is currently recovering from his injuries at a local hospital, according to officials.

The incident unfolded around 5:10 a.m. when officers responded to a call from Francisco-Manzo’s mother, who reported that her son had taken drugs and was expressing suicidal thoughts. She also informed police that he was armed with a knife.

Police body-worn cameras captured the tense moments leading up to the shooting. Officers Brendan Hart and Martin Corona, with eight and four-and-a-half years of experience, respectively, were on the scene. Footage shows Francisco-Manzo exiting an apartment and initially complying with the officers’ commands to walk backward toward them. However, the situation escalated rapidly when he brandished the knife.

Despite multiple commands to drop the weapon, Francisco-Manzo advanced toward the officers, prompting them to deploy Tasers. When this failed to subdue him, Hart and Corona opened fire. He collapsed immediately, and officers rendered aid until firefighters arrived to transport him to the hospital, where he was initially listed in critical condition.

The San Mateo County District Attorney’s Office is actively investigating the shooting, and officials have released the body camera footage as part of transparency efforts.
