UPDATE: Washington State is taking a bold step toward enhancing government transparency with the launch of a new Public Records and Open Government Unit, announced just moments ago by the Attorney General’s Office. This groundbreaking initiative aims to modernize public records processes and includes the creation of the state’s first-ever Chief Transparency Counsel.

The announcement comes at a critical time when public trust in government is dwindling. Attorney General Nick Brown emphasized the necessity of this move: “Transparency is a key part of the work we do every day to protect and support Washingtonians.” He noted that public access to government operations is more important than ever, especially amid rising skepticism.

The AG’s office reports a staggering rise in public records requests, which have doubled over the last decade—from 528 requests in 2014 to an astounding 1,032 requests in 2024. To combat this surge, the newly formed unit will consolidate existing teams under unified leadership, enhancing responsiveness to records requests.

A major focus of the Chief Transparency Counsel will be to oversee improvements in the agency’s handling of public records, ensuring that citizens have timely access to essential information. The AG’s office is also seeking to update the model rules for government responses to Public Records Act requests, aiming to make these processes more efficient for state agencies.

As part of this initiative, a public comment period is currently open regarding the proposed updates, with an in-person hearing scheduled for October 12, 2023, from 3 p.m. to 5 p.m. at the John A. Cherberg Building. Remote participation will be available via Zoom, allowing more citizens to engage in the conversation about transparency.

The application process for the Chief Transparency Counsel role has just concluded, signaling a significant advancement for the AG’s office. With selections expected to be made by the end of the year, the office is gearing up for an essential phase of strengthening the connection between government actions and public insight.

This initiative represents a pivotal step toward demystifying government operations and reinforcing transparency as a fundamental principle of public service in Washington State. This development is not just a bureaucratic change; it is a commitment to ensuring that all Washingtonians have a clear view of their government’s workings.
